Background of the study
Employee work attitudes and organizational commitment are critical determinants of performance in public service institutions. In Owerri West, public service workers face unique challenges that can influence their commitment and overall job satisfaction. Factors such as organizational culture, leadership styles, work conditions, and remuneration significantly shape employees’ attitudes and their willingness to invest in organizational goals (Eze, 2023). A positive work environment that fosters respect, fair treatment, and career development opportunities is essential for building strong organizational commitment. Conversely, a negative or unsupportive work atmosphere may lead to disengagement, low productivity, and high turnover rates (Okafor, 2024). As public service institutions strive to meet the growing needs of their communities, understanding the dynamics of work attitudes and commitment becomes increasingly important. This study examines the interplay between employees’ attitudes, their level of organizational commitment, and overall service delivery performance. By integrating insights from recent empirical studies and theoretical frameworks, the research aims to provide practical recommendations for improving work conditions and enhancing employee commitment within the public sector (Ibrahim, 2025).
Statement of the problem
Public service workers in Owerri West face challenges related to low morale and organizational commitment, which negatively impact service delivery. Factors such as inadequate remuneration, limited career development opportunities, and unsupportive work environments contribute to diminished work attitudes. These challenges result in decreased productivity and increased turnover, hindering the ability of public institutions to effectively serve the community. This study seeks to identify the underlying causes of low organizational commitment and propose measures to improve work attitudes among public service employees (Chukwu, 2024).
